Virtual Rules of Procedure
BUSINESS AND SOCIAL CHAT
TRREB will provide separate Business Chat and Social Chat functions during the Special Meeting of Members.
The Business Chat is the designated channel for participation in the business of the meeting. All questions, comments and other submissions relating to the meeting or any matter before the Members must be submitted through the Business Chat.
The Social Chat is provided for general interaction among Members and must not be used to submit questions, comments or other submissions relating to the business of the meeting. Comments made in the Social Chat will not be considered part of the formal discussion and will not be addressed by the Chair.
Comments and opinions expressed by individual Members through either chat function are those of the Member and do not represent the views of TRREB. TRREB does not verify or endorse the accuracy of information shared by Members through the chat functions. Members are responsible for the comments and information they share. Members should not disclose confidential or personal information and must refrain from making comments that are unlawful, defamatory, or anti-competitive. Members are expected to use both chat functions in a manner that supports the orderly conduct of the meeting and must not disrupt or attempt to monopolize the discussion.
ATTENDANCE AND QUORUM
To be considered in attendance at the meeting, Members must satisfy TRREB’s identity verification requirements when joining the meeting and remain identifiable through the virtual meeting platform while present. The Chair may mute or disconnect a Member whose connection is interfering with the proceedings, who has exceeded an applicable participation or speaking limit, or who is not complying with these Rules of Procedure.
Quorum is determined based on the number of Members who have successfully joined the virtual platform and are identifiable as present at the beginning of the meeting, in accordance with TRREB’s By-laws.
DECORUM IN DEBATE
All remarks and questions must be directed through the Chair rather than directly to another Member, Director or Staff Member. Members must conduct themselves professionally and respectfully through the meeting and in accordance with TRREB’s By-Laws, Code of Conduct and other applicable TRREB policies. Personal attacks, abusive, discriminatory, harassing, threatening, derogatory or otherwise inappropriate language and disruptive behaviour will not be tolerated and may result in the Member’s removal from the meeting. The Chair may rule any comment or conduct out of order and take reasonable steps to maintain order and ensure the fair and orderly conduct of the meeting. The Chair may limit a Member’s participation or take other reasonable measures where necessary to maintain order and decorum. Conduct that may constitute a breach of TRREB’s By-Laws, Code of Conduct or other applicable policies may be referred for review in accordance with TRREB’s established procedures.
RECOGNITION AND DISCUSSION
Members wishing to participate in discussion on a motion laid before the meeting must submit their questions or comments through the Business Chat and otherwise in accordance with the direction of the Chair. The Chair, or the Chair’s designate, will determine the order in which Member comments and questions are addressed. Similar or related comments and questions may be grouped and addressed together where appropriate, at the discretion of the Chair or the Chair’s designate. Members commenting on a motion should indicate whether they are speaking in support of or opposed to the motion. Members seeking clarification or asking a question are not required to indicate a position.
CONNECTIONS AND TECHNICAL INTERRUPTIONS
Each Member is responsible for maintaining their Internet connection and access to the virtual meeting platform. The interruption or loss of an individual Member’s connection will not, on its own, invalidate the proceedings or any action taken at the meeting.
Members are encouraged to use a laptop or desktop computer with a stable Internet connection and should ensure in advance that their device and web browser are supported by the virtual meeting platform. If a widespread or material technical failure prevents the meeting from proceeding fairly or effectively, the Chair may recess or adjourn the meeting, or take any other reasonable action appropriate in the circumstances.
